As a municipality, we are committed to:
- Working with BC Housing and provincial partners to expand access to safe and affordable housing options appropriately sized and resourced for our community.
- Support outreach programs that connect individuals with critical services, including mental health, addiction recovery, and employment assistance.
- Encouraging local organizations to help find compassionate, community-driven solutions.
The Town of Creston is working with the Province to launch a Situation Table program with provincial funding. This community-driven initiative brings together frontline professionals across public safety, health, and social services to assist individuals and families facing high-risk situations. By fostering collaboration among agencies, the program enables swift, coordinated responses, filling a gap that has previously existed in our community.
The Town of Creston recognizes the legal precedents in British Columbia concerning encampments in public spaces. As established by BC courts, municipalities must carefully balance the community use of public areas with the rights of individuals experiencing homelessness. In accordance with best practices, Creston permits temporary overnight sheltering in our parks where no suitable alternatives are available. We implement fair enforcement measures while prioritizing access to essential services and will continue to collaborate with outreach groups to facilitate safe relocation options whenever possible.
We recognize that addressing homelessness requires systemic change. Our municipality will:
- Advocate for increased funding for permanent supportive housing projects.
- Engage with provincial and federal policymakers to strengthen social support networks.
- Continue seeking innovative approaches to ensure housing stability and public safety.
Managing homelessness in British Columbia is not a legislative duty of local governments, yet it imposes significant costs on municipalities. The Provincial Government, through BC Housing, is responsible for providing policy direction and funding to establish shelters and supportive housing.
The Town of Creston welcomes a tailored solution from BC Housing that meets the needs of our community, while acknowledging the lack of essential support services required by individuals experiencing homelessness. Small municipalities like Creston simply do not have the financial resources to absorb the increased municipal service costs created by this complex social issue. Increasing the unhoused population through “establishing a larger shelter than required” model is not a solution.
Homelessness affects communities across British Columbia, and the Town of Creston remains committed to working toward solutions that are compassionate, effective, and legal. We acknowledge the concerns of residents — both those ready to offer support and those affected by public safety challenges.
