Town of Creston Welcomes New Director of Finance and Utilities Superintendent

The Town of Creston is pleased to announce the addition of two new members to its leadership team. Beginning October 14, 2025, Jacob Pawer has joined the Town as Director of Finance, and Scott Pemberton will assume the role of Utilities Superintendent.

Jacob comes to Creston from the Provincial Health Services Authority, where he led the Finance team at BC Children’s Hospital for the last four years. During his career, Jacob has developed an extensive background in public sector finance and executive leadership, serving as the Treasurer on the Board of Directors for a non-profit organization in Vancouver. Jacob is also largely involved with Chartered Professional Accountant (CPA) Canada, serving as both a Common Financial Examination (CFE) marker and a Financial Literacy Educator. Prior to this, he completed his CPA articling at Deloitte leading audits of large, publicly traded mining companies.

Mayor DeBoon shared his enthusiasm for the appointment, noting that “Jacob’s impressive professional background and his passion for community will serve Creston well. We are fortunate to welcome someone who not only brings strong financial expertise but also a genuine excitement to be part of our valley.”

Scott Pemberton brings over 16 years of experience from Columbia Brewery, where he held roles including Packaging Group Manager, Environmental Health and Safety Manager, and most recently Utilities Business Process Manager. He successfully led major projects such as the brewery’s recent warehouse expansion and CO2 storage tank upgrades. Having lived in Creston since 2009, Scott is already deeply familiar with the community and has worked closely with the Town’s Wastewater Treatment Plant for more than a decade.

According to Mayor DeBoon, Scott’s appointment is another great fit for the Town. “Scott has already collaborated with our Wastewater Treatment Plant for 12 years, so in many ways, he is already part of the team. His knowledge, experience, and commitment to safety will be tremendous assets as he steps into this new role,” the Mayor said.

The Town also wishes to acknowledge former Director of Finance, Steffan Klassen, who took on a new role with the City of Castlegar after 17 years of dedicated service with the Town of Creston. Mayor DeBoon expressed his appreciation, stating, “On behalf of Council and staff, I want to thank Steffan for his many years of service and commitment to the Town of Creston. We wish him all the best in his new adventure and continued success in Castlegar.”

The Town of Creston extends a warm welcome to both Jacob and Scott as they begin their new roles. “Both of these individuals bring not only professional expertise but also a true enthusiasm for living and working in the Creston Valley,” Mayor Deboon added. “We look forward to the positive contributions they will make as we continue building a strong future for our community.
