The Town of Creston (Creston or the Town) Hazard, Risk, and Vulnerability Assessment (HRVA)
provides a comprehensive, evidence-based evaluation of the hazards that may impact the
community, along with the vulnerabilities and consequences associated with those hazards. It
will support informed decision-making for the Town to prepare for, mitigate, respond to, and
recover from emergencies. This HRVA also reflects the Town’s responsibilities under British
Columbia’s Emergency and Disaster Management Act (EDMA), which requires local authorities
to assess risks and hazards as part of emergency management planning
